This is what i have found in the internet:

Yabancılar, tıpkı Türkiye Cumhuriyeti vatandaşları gibi özel sağlık sigortası yaptırabilir. Ancak ilk etapta oturma izni ya da diğer bir adıyla ikamet izni almaları istenir. İzni alabilmek için yabancı sağlık sigortası yaptırmaları ise zorunludur
